Municipal Job Descriptions
Council
The councillors are responsible for the general supervision of the borough. They set policies, enact and enforce ordinances, formulate and adopt the budget, levy taxes, and approve expenditures. They are the borough legislature and, in conjunction with the mayor, act as the borough's executive branch.
Mayor
The mayor is responsible for a wide range of functions within the borough government. He is empowered to break ties in council meetings, veto or approve ordinances and resolutions of council, and must approve any and all actions authorizing the use of borough funds. He works with the Chief of Police to direct the day-to-day operation of the police force, maintains a copy of the borough accounts, and is a primary point of contact for citizens' concerns about the borough.
Tax Collector
The tax collector's primary responsibility is to receive, account for, and report on municipal and school real estate taxes. They record the details of all tax transactions, provide tax notices to all residents, file reconciled reports with the borough, and enforce collection attempts. They also are required to hold scheduled office hours to receive taxes and open the borough's tax notice information to public inspection.
Constable
The constable is an independent peace officer who works on behalf of the county court system. Constables are empowered to control disturbances of the peace, serve judicial documents and collect fines. On Election Day, they are required to both maintain order at the polls and ensure that no qualified elector is obstructed from voting.
Judge of Election
The judge of election supervises the conduct of the polling place. The judge serves as arbiter in the event a voter's registration comes into question, prevents fraud and other errors, and tabulates the votes at the end of election day. The judge also is responsible for collecting the election materials at the beginning of the day, transporting them to the precinct, and then bringing the report of election returns to the county Board of Elections after the polls are closed.
Inspector of Election
The inspectors of election are responsible for identifying the voters. They ensure that all voters are properly registered, and that they are qualified to vote in the precinct, prior to allowing the voter access to the polls. With the judge of election, they tabulate the votes once the polls close.
